ultimates can have low stats what matters is the ups in this case(and those stats aren't low), look for example on the ultimate weapons rewards from boss rush, they have 100 stats but are still ultimates
legit?The damage counts for a lot. Even without the added hero stats, that weapon is at 47k quality just based on the damage stats.
As an FYI, the minimum quality needed to be Ultimate is 43k. Add the hero stats and yeah, definitely in the Ultimate range.

I honestly don't know why such a small hack would be made, though. That extra 4 boost doesn't even provide 5% extra damage. The ramp is pretty bad for the cat.
