For the most part, yes, negatives have the same range as positives. Exceptions:

Zamira armor pieces have +20 to a specific hero stat depending on the piece, so their maximum negative value is 40 points lower than their maximum positive number; Zamira armor also can't spawn up to the multiplier cap, so it doesn't fit in that "Max value is 330". There's one other rule to negative values, which is the 400 spawn cap for Mythical (or lower) items doesn't apply to negative values. That means that something can spawn Mythical or lower with for example -450 to a stat, but the positives are capped to +400. Not all items (e.g. armor) can reach the +400 mythical spawn cap, but this is important to note for pets and DLC weapons.
Dingle can you tell us how we can check the quality of an item? Do we need the dddk and how do we get to the tool to check.

It's not something that should really be public knowledge - telling the forums at large also tells every hacker that wanders in. I've told some people, but I won't simply post it. Trendy don't want it to be any easier than it is for hackers to make realistic gear, and that means the information which is necessary to check gear legitimacy shouldn't be posted on the forums publicly.
There isn't a specific tool, though one person I know has created a spreadsheet that calculates it roughly. There are some factors you can never be certain of, so it's only ever really an estimate, anyways.
I will tell you that the tricks to finding it out are in the DDDK - the main code file for equipment has the script that generates the quality, and the archetypes for each item have enough information to fill in the blanks. But you'll have to find which bits of the script you need for yourself.

I really wouldn't know how to start looking for it in the DDDK so I guess I'll just stick to the item check thread.
