While an ultimate bloodshot staff is technically a possible drop, it is EXTREMELY rare. Last few times I did moraggo I started getting supremes around wave 26 which leads me to believe you wouldn't see an ultimate until possibly the final wave. =(

Generally ultimates in all other staves are capped at 70 damage per upgrade iirc.
That means the standard still destroys them.
The chance of you finding a 390+^ bloodshot/Occulus with comparable stats to an easily farmable staff is so very low.

Then it's safe to say the 230^ high base damage/+21k projectile speed/+40 charge bonus for 100 mil was a good buy? My ability to determine if I'm getting ripped off sucks due to inexperience with this game.

For Jesters, the best setup is: Bloodshoot Staff (poison) + Bone Staff (fire).

Those staffs got really nice projectile patterns and can gain around 150 elemental damage per upgrade. Since Jesters can carry 2 weapons, she can keep an Bloodshot as main weapon and swap to the Bone Staff when there's a poison resistant monster.
And before someone comes saying that elemental damage does not scale with Hero Damage, please read that thread:

I can do 10M dps with auto-attacks using a 249^ Transcendent Bloodshot Staff on my Jester.
That number can go near the 20M mark using semi-charged shots and over 30M with Hero Boost.
Didn't tested it with Propeller Cat yet.
Also, these staffs are not so hard to farm.
I managed to get 4 pretty good Bloodshots and Bone Staffs with one NMHCMM Moraggo run.
Note: The charge speed is really important to staffs.
Remember to pick a staff with positive charge speed and upgrade it to at least 100 points.
PS:
If you want a much easier option with a not so nice projectile pattern, you can farm Enchanted Bishops.

That staff also scales elemental damage with hero damage and got a better projectile pattern than most staffs out there. Pick two good Bishops with different elements and you are all set.
That's only true when talking about phys damage.
Classic's Standard will never match the long range DPS of an poison based Bloodshot.
Actually, both staffs are the same even at close range, since they upgrade the same value of 150 per ^.
