Profile Picture?

Im sure this is the wrong place to post this and i apologize but I cannot for the life of me figure out how to change my profile picture. In the FAQ it said through my control panel but I still have no idea what their talking about. Can someone guide me through this?

Click on 'Forum Actions' (located under the 4 heroes picture in the upper rightish of the page).
Click 'Edit Profile'.
'Edit Profile Picture' will show up in just your profile.
'Edit Avatar' will show up on your posts.
