Technically, their max is the max possible for any guardian in game. But getting that particular reward would be considered next to impossible on the chances of occurring.
If I remember right, they usually come out to an average of 60 to 70 points in stats, a bit under 30 upgrades, with about 8 to 12 points in the boost and range stats. And those are the better then average rewards, of course as I said, if I remember clearly.
I got an apprentice guardian of 39 upgrades but I've rode that the Huntress Guardian is better, so is it possible to get more than 39? (like 40, for 5 towers buffed)
Getting 40 from the hard mode reward is pretty rare. More often you are going to have to hope that one shows up in the tavern keepers supply. If you keep doing the summit on Hard, with hardcore on, eventually you could get one, but it's possibly going to take you a lot of time.
