Dungeon Defenders II game Status:
Modding with the use of the DDDK is allowed on Open. If you don't want to play with people doing this, host your own games and kick people you don't want to play with.
In open, around 50-60% of people there have obviously modded characteres, and 10-20% have realistic seeming characters, but will tell you that they are modded if you ask. On ranked, probably less than 3% of people use any form of cheating, because if they get caught it means a ban. I am guessing that you have either played shards/talay/cliffs nmhc with modders, or used a custom map that gave disproportionate xp. Or, then there are those games that people host where it automatically makes you max level. You can easily get to level 74 in under an hour, and there is a steam group designed for helping people level up (I think its called Dungeon Defenders Helper). Also I can help you level up, just add me on steam (bugaham) and I can get you up to 78. I switched from open to ranked a few months ago, and within a few weeks I was above the level I was at on open. Its much more satisfying to play on ranked too.
Also, I have some myth armor and weps if you'd like them.
We've stated a few times to people asking here on the forums and in emails that you're allowed to use the DDDK for basically what ever you like on Open. It's the only tool that's allowed for modding. If people want to make a map that gives them a piece of ultimate gear with every stat maxed or instantly level to 90 they are allowed to do that. Even before the workshop was implemented this was already happening on Open and there would be absolutely no way to stop it without ruining the whole point of Open.
If you want to play in a far more clean environment without hacked gear and the like, Ranked is going to be your only answer.
Edit: When you play on Ranked you get to meet awesome people like Bugaham who love to help out.

I just gave a guy I used to play with on ps3 about 3 or 4 sets of armor last night. I am just about out. I prolly have a full set in my shop still I can give ya to get you going.

This is one example of the numerous (and very awesome) people that are around to help you make the transition to Ranked. You can easily get your levels and such back within a few hours, so don't worry about losing the purely-numerical progress you've made on Open. This is an apprehension that some of my friends had when transitioning from 360 (where we all used to play) to the Steam version. They didn't want to "lose their progress." Once they did jump over, though, they recouped their vanilla game progress in no time. From there, they were able to enjoy the much greater range of content on Steam.
