I couldn't find it anywhere, but does anyone know the reason the developers chose to make skins for the Barbarian and Series EV, as opposed to unique character classes like they did for the four counterpart classes?

There is no official answer to that question. The assumption is that they didn't want to create entirely new characters with new abilities that people would then have to level for the minor differences that would be given (I recall a lot of complaints about having to level the gender swapped classes when they came out, for what was a minor change in some peoples eyes.) But because of previous complaints about lack of gender options trendy has done their best to keep the gender choices open, thus amazon and bounty hunter. And to follow the rules of the other gender swaps aswell as the communities concerns those skins have the gender swap stats aswell.
Actually, there was an official answer.
Trendy made the decision to make alt-genders from Amazoness onwards a skin so players wouldn't have to level additional characters, due to the complaints many players had of the alt-genders for the original heroes requiring the player to make a new character for essentially the same role.
It's been mentioned a couple weeks back by Jer, but gods help me find the actual post.
Ah, that's too bad. I would have loved to have seen what new abilities they came up with for the Amazon and the Bounty Hunter.
