There are a few maps that have these. Off the top of my head, the bottom middle and bridge spawns on spires commonly have a mage/archer in them, and the goblins in alc labs(this is the worst) behind the forge (and some of the others randomly).
mage/archer stuckages are annoying, but b/c we can kill them inside the spawn they are easily resolved (except on hc). The melee mobs that get stuck however are infuriating. You have to sit and wait for the one that caused the problem to despawn, meanwhile holding back multitudes of mobs thus slowing the spawn rate to a crawl. I had a double stuckage today on AL, which left 3 unstuck spawn mobs (ie. 3 mobs to kill, then respawn...). No need to mention how slowly that wave progressed...
Obviously the preffered fix would be a complete halt to such occurences, but seeing as that could be rather a while in coming, could you add a timer to the mob immunity (so they are still immune in the spawn, but only for say 10 seconds or until they leave.)
Good luck fixing the root problem, hope you do something about the symptoms in the meantime
NOTE/Suggestion
It seems to happen only when significant numbers of mobs are spawning. Maybe add something which directs the spawning mobs to a different zone (instead of one spitting 100 out at once, 2 spawn 50 each) if the spawn area is too full.
