NM Turkey Hunt glitch?

Every time I play turkey hunt on NM, when we get down to the last few turkeys (under 10) the turkeys just stop appearing and we just have to wait for time to run out. it has happened 4 times in a row now, twice on first wave and twice on second wave. Anyone else have this happen or know how to fix it?
Oh and ninjas do keep appearing, just no turkeys.

Why would you do it on NM anyway? The only reward given is costumes, and there is no NM reward costume.
